The first phase of the Comprehensive Plan focuses on future land use planning and thoroughfare planning in order to have the guiding structure needed to support the adoption of a zoning ordinance. The second phase will include all the remaining components of the Comprehensive Plan, such as research and analysis, project branding, community engagement, comprehensive plan development, and a branding audit. If the community engagement and detailed analysis in this phase reveal that updates are needed to the content of the first phase, then those updates would also be made concurrently.
